A watershed (landside) model needs to be selected to support
the technical analyses for flooding and water quality assessment in the
Westchester County Watersheds. The discussion in this technical memorandum
focuses on the following two themes:
1. Summarize the hydrologic and hydraulic (H & H)
modeling objectives; and
2. Recommend a modeling framework to meet the County's needs
and the New York State Department of Environmental Conservation (DEC)
requirements specified in its letter dated 6/8/2009, and discuss key features
of the recommended model for comparison with other candidate models.
